London, England -- An Onondaga County man indicted locally on child sex charges has been caught at a London airport after first fleeing the United States to Liberia, Detective Jon Seeber of the Onondaga County Sheriff's Office said Monday. Tobias Bowen, 47, of 4783 Norstar Blvd. in the town of Clay, was charged in 2010 with rape, criminal sex act and course of sexual conduct against a child, all felonies. Bowen, a native of Liberia, moved first to Holland before coming to the U.S. He returned to Liberia after an Onondaga County grand jury indicted him on several sex offenses, Seeber said. Bowen was arrested with the help of the U.S. Marshals Service and the Department of State. More information is expected to be released later on Monday.
